The Borough of South Coatesville, located in Chester County, population of approximately 1,600 is seeking an experienced, communicative leader to serve as its Borough Manager. The Borough Manager oversees day-to-day administrative, financial, and operations of the Borough. South Coatesville Borough is a full-service municipality providing public services to include public works, police, wastewater treatment plant operations and other services to the Borough and its constituents. The Borough has a total budget (2025) of approximately $2.9 million, with approximately 15 employees.
Work involves managing and coordinating all Borough staff and activities to ensure operations conform with policy directives, all applicable rules, regulations, and the Pennsylvania Borough Code. The Borough Manager is not responsible for direct oversight of the Police Department, but he / she will be expected to work cooperatively with the Officer in Charge, the Mayor, and Council, to ensure that adequate and appropriate resources are available for the efficient and effective operation of the department. The Manager attends day and evening meetings with Borough staff, department heads, Council, the Borough’s appointed professionals and other meetings, as necessary. The Manager reports to Council and will be an outstanding communicator, team builder, and a leader able to provide guidance and support to staff and well-reasoned recommendations to all of Council. The Borough Manager position is a highly visible position within the Borough and is expected to exhibit a high degree of professional ethics and integrity.
Candidates should have (1) at least 2-5 years of municipal management experience; (2) knowledge of modern local government management principles; strong organizational, budgeting, financial skills, planning, zoning and code enforcement knowledge; (3) knowledge of QuickBooks or other accounting systems for creating and providing various accounting and payroll reports (4) Bachelor’s degree (Master’s preferred) from an accredited college or university in public or business administration, finance, planning or a related field is required; and (5) effective communication skills. Salary range based on experience and qualifications.

Part-Time Administrative Assistant
South Coatesville Borough, located in Chester County, with a population of approximately 1,600, is seeking qualified applicants for its Administrative Assistant position. The Administrative Assistant plays an integral role in the customer service and organizational strength of the Borough’s operations. This part-time position reports to the Borough Manager. Though assignments are often carried out under supervision and direction of the Borough Manager, independent work and working with other Borough staff will be required. The employee is expected to learn standard Borough operations without constant direct supervision after gaining a working knowledge of the expected protocols. Qualified candidates will have excellent verbal and written communication skills; a strong ability to multitask within established deadlines and work independently. Must demonstrate personal integrity and be professional, and courteous in all interactions with the general public. Hours will be determined between 8 am and 4 pm, Monday through Friday. May occasionally attend evening meetings. Salary $16-$18/hour.
Responsibilities:
- Provide telephone support, sort and distribute mail. Process various types of permits and
correspondence. Interact with public, employees, other departments and service
providers/consultants. - Greet visitors to the Borough office.
- Accept payments and issue receipts for the various permits and fees collected.
- Coordinate inspections, track permits, property maintenance follow-ups.
- Assist with the preparation of documents for Council meetings.
- Assist with the preparation of monthly financial reports and other specialized reports.
- Prepare accurate communications including letters, resolutions, ordinances and similar documents.
- May prepare input for municipal communications, including newsletters, social media, website
updates and notifications. - May assist with Accounts Payable, Accounts Receivable, invoice preparation, bank deposits and
other varied administrative functions as requested. - Maintains confidential information, accurate logs, records and files in an organized manner.
Minimum Qualifications:- High school diploma with two years’ experience in an office environment, preferably local
government. - Proficiency in Microsoft Suite and database systems. QuickBooks experience preferred.

Public Works Laborer
The Borough of South Coatesville is seeking to hire a minimum of 1, a maximum 2 part-time Public Works Laborers.
Come join the South Coatesville Borough Public Works Team. The Team works under the direction of the Public Works Foreman and Borough Manager to perform a wide variety of jobs in all sorts of weather and outdoor conditions.
This position’s duties will include but are not limited to tasks such as park maintenance, weed whacking, lawn mowing, vegetation maintenance, tree trimming, leaf clearing, street maintenance, storm drain cleaning, sign repair & replacement, trash pickup, recycling pickup, snow removal by both shoveling & plowing and some building maintenance. This is an all-weather job taking place in all types of elements and noise conditions. Off-hour callouts are a possibility, and a response is required if called upon.
The ability to learn to operate and properly maintain all related machinery and hand tools for the position is a must. Applicants must be at least 18 years old, willing to work cooperatively with others, and be respectful of the community we serve. The ability to communicate effectively verbally and in writing is a must. Applicants must possess a clean driving record and be able to pass background checks and drug testing.
The Borough of South Coatesville offers this employment opportunity with a competitive starting salary of $18.50 an hour. Workdays & hours yet TBD.
